Elonnai Hickok (IPA: /ˈɛlənaɪ ˈhɪkɒk/) is a technology policy researcher and digital rights specialist whose work spans privacy, cybersecurity, surveillance, digital identity, intermediary liability, internet governance and artificial intelligence. She is the Managing Director of the Global Network Initiative (GNI), a multistakeholder organisation working on freedom of expression and privacy in the technology sector.

Hickok previously held senior roles at the Centre for Internet and Society (CIS), India, where her work included policy engagement on Aadhaar, privacy and data protection, surveillance and cybersecurity. Her work on Indian privacy policy included analysis of proposals for privacy legislation and the recommendations of the Group of Experts on Privacy, chaired by Justice A. P. Shah. She has also held research and advisory roles with international organisations and multistakeholder initiatives, and has served in the Freedom Online Coalition Advisory Network, the Global Internet Forum to Counter Terrorism’s Independent Advisory Committee and the Christchurch Call Advisory Network.

Education

Hickok graduated from the University of Toronto Scarborough (UTSC) in 2011 with an Honours Bachelor of Arts (HBA) in international development. She participated in UTSC’s co-op programme, and a university alumni profile published in 2012 described her as having turned her interest in law and policymaking, together with a successful internship, into her work as a policy analyst and researcher at the Centre for Internet and Society in Bangalore.

Centre for Internet and Society

Hickok held a number of research and leadership roles at the Centre for Internet and Society (CIS), India. She served as Director of Internet Governance from July 2014 to December 2017 and subsequently as Chief Operating Officer from January 2018 to March 2020.

During her time at CIS, her work included privacy, surveillance and cybersecurity. A 2018 conference biography described her as leading the organisation’s work in these areas and identified intermediary liability, digital rights, identity, cybersecurity and DNA profiling among the subjects on which she had written.

Hickok’s work during this period also extended beyond CIS. She worked as a consultant with the Open Society Foundations and the Ranking Digital Rights project. She was also a co-chair of the Labour and Economy Working Group at the Partnership on AI.

Aadhaar and digital identity

Hickok’s work at CIS included early engagement with India’s Aadhaar programme and the proposed legislation governing it. In July 2010, she and Malavika Jayaram introduced CIS’s formal submission on the proposed National Identification Authority of India Bill, which was submitted to the Unique Identification Authority of India (UIDAI) on 13 July. The submission raised concerns about the scope and purpose of the proposed identification system, privacy and individual choice, the collection and retention of data, authentication fees, and safeguards against the denial of services to people without an Aadhaar number.

In 2011, CIS also engaged with the Parliamentary Standing Committee on Finance through a series of seven open letters concerning the UID project. The correspondence addressed technical, legal and privacy questions surrounding the proposed identification system, including biometric identification and authentication, centralised databases, smart-card alternatives, access to services, and safeguards against fraud and exclusion. After the Committee responded to the first six letters in October 2011, Hickok signed CIS’s detailed reply, which also referred to a seventh open letter sent to the Committee.

Privacy and data protection

Hickok’s work at CIS included research and policy engagement on the development of privacy and data protection frameworks in India. In 2010, she authored CIS’s response to an approach paper prepared as part of the government’s work towards privacy legislation. The response called for privacy to be treated more broadly than data protection alone and addressed issues including consent, data collection and retention, sensitive information, database linking, judicial oversight, regulatory structures, and the relationship between privacy and the Right to Information.

Her work subsequently engaged with the Report of the Group of Experts on Privacy, chaired by Justice A. P. Shah. CIS participated in the Group of Experts, which developed recommendations for privacy legislation in India. Following the report, Hickok authored a detailed explanation of its recommendations in November 2012, covering the proposed National Privacy Principles, the scope of privacy protection, regulation and enforcement, and the relationship of privacy with other rights and interests. She later continued to analyse the report’s recommendations in the context of subsequent proposals for privacy legislation.

Global Network Initiative

Hickok’s involvement with the Global Network Initiative predates her current leadership role. She has described her relationship with the organisation as progressing from membership to service as an alternate Board member and later to Managing Director. Her professional profile records membership of GNI’s Academic Constituency from November 2020 until September 2022.

In September 2022, Hickok became Managing Director of GNI, where her role involves strengthening and developing the organisation’s multistakeholder work on freedom of expression and privacy. Her work there has included digital rights, corporate accountability, artificial intelligence, platform regulation, government restrictions on digital technologies, and international processes concerning internet governance and human rights.

Research and policy work

Hickok’s research and policy work has focused on the relationship between technology, human rights and public policy. Her areas of work have included privacy, cybersecurity, surveillance, intermediary liability, digital identity and artificial intelligence. Earlier work at CIS also addressed DNA profiling.

Her work on emerging technologies has included questions concerning the competing interests and rights of individuals, governments and companies. She has contributed to international policy initiatives and presented on digital rights and emerging technologies in international forums.

Hickok has also held research and consulting roles outside CIS and GNI. She was a non-resident scholar at the Carnegie Endowment for International Peace from September 2020 to December 2021, a policy consultant with Ludwig-Maximilians-Universität München from November 2020 to June 2022, and an independent expert with ArtEZ University of the Arts from February 2021 to September 2022.

International and advisory roles

Hickok has participated in several international and multistakeholder initiatives concerned with technology policy and human rights. She has served as co-chair and a member of the Freedom Online Coalition Advisory Network, as a member of the Independent Advisory Committee of the Global Internet Forum to Counter Terrorism, and as a member of the Christchurch Call Advisory Network.

She is also a member of the OECD Expert Group on AI Risk & Accountability. OECD.AI identifies her stakeholder group as civil society.

Christchurch Call

Hickok has been involved in work associated with the Christchurch Call and efforts to address terrorist and violent extremist content online. During her time at CIS, she and Tanaya Rajwade responded to the Christchurch Crisis Protocol and to a call for suggestions on the Terrorist Content Analytics Platform (TCAP), an initiative of Tech Against Terrorism. CIS was also invited to join the Christchurch Call Advisory Network after analysing the Christchurch Call.
